In the context of tax-refund sectors, export activities dominated, claiming the lion’s share. A notable 3,423 refund decisions were issued by the Tax Department for exporters, totaling 26.16 trillion VND in refunds. This impressive figure accounts for a substantial 89% of the overall refunded amount.

A significant surge in tax refunds was witnessed in investment projects, marking a 139% increase compared to the same period in the previous year. A total of 159 refund decisions were granted, resulting in refunds amounting to 2.92 trillion VND.
For scenarios eligible for “refund first, audit later,” the Tax Department refunded 17.32 trillion VND to taxpayers. This accounts for 59% of the total refunded amount, indicating a favorable rise compared to 2024.
In cases necessitating pre-refund audits, typically involving first-time refund applicants or high-risk profiles, the Tax Department meticulously conducted thorough reviews. Subsequently, 928 refund decisions were issued, totaling 11.91 trillion VND in refunds. These refunds comprise 41% of the overall refunded sum.

The proposal advocates for an extension of the current 2% VAT reduction, bringing the rate down to 8% for goods and services currently taxed at 10%.
